4-19-7-5: REPORTS OF CHANGED CONDITIONS:
Each user must notify the Coordinator of any planned substantial changes to the user's operations or system which might alter the nature, quality, or volume of its wastewater at least thirty (30) calendar days before the change. Immediate shutdowns or deletions of products are required to be noticed within five (5) work days of determination.
   A.   The Coordinator may require the user to submit such information as may be deemed necessary to evaluate the changed condition, including the submission of a wastewater discharge permit application under Section 4-19-5-5 of this chapter.
   B.   The Coordinator may issue or modify an existing Wastewater Discharge Permit under Section 4-19-6-2 and Section 4-19-6-4 of this chapter in response to changed conditions or anticipated changed conditions.
   C.   For purposes of this requirement, substantial changes include, but are not limited to, flow increases of twenty percent twenty percent (20%) or greater, the addition or deletion of a shift, the discharge of any previously unreported pollutants including changes to the listed or characteristic hazardous wastes for which the user has submitted initial notification under Section 4-19-7-8, introduction of a pollutant for which a monitoring waiver had been obtained, the addition of a new process regardless of waste discharge or lack of discharge, shutdown of a process, or addition or deletion of a product.
   D.   SIUs and CIUs are required to notify the Coordinator of any changes at its facility affecting the potential for a slug discharge. (Ord. 2020-33, 11-24-2020)
