3-2-10: SOLICITING CONTRIBUTIONS FROM THE OCCUPANT OF ANY VEHICLE:
   A.   No person shall stand on a highway for the purpose of soliciting contributions from the occupant of any vehicle except by a soliciting agency who shall be:
      1.   Registered with the attorney general as a charitable organization as provided by "an act to regulate solicitation and collection of funds for charitable purposes, providing for violations thereof, and making an appropriation therefor" 1. 225 ILCS 460/1 et seq. 1, approved July 26, 1963, as amended; and
      2.   Engaged in a statewide fundraising activity; and
      3.   Liable for any injuries to any person or property during the solicitation which is causally related to an act of ordinary negligence of the soliciting agent; and
      4.   Authorized by village officials pursuant to an application for a certificate of registration. (Ord. 2003-18, 4-22-2003)
   B.   Other restrictions on soliciting contributions from the occupant of any vehicle:
      1.   Solicitation is allowed only at locations approved and/or designated by the village board and shall not interfere with traffic flow or the operation of official traffic control devices; and (Ord. 2016-24, 7-26-2016)
      2.   Any person engaged in the act of solicitation shall be eighteen (18) years of age or more and wearing a high visibility vest; and (Ord. 2003-18, 4-22-2003)
      3.   Solicitation is allowed on Saturday and Sunday between sunrise and sunset; and (Ord. 2011-08, 3-22-2011)
      4.   The soliciting agency must provide proof of a one million dollar ($1,000,000.00) general liability insurance policy naming the village as an additional insured; and
      5.   The soliciting agency must sign a hold harmless agreement provided by the village; and
      6.   The village reserves the right to accept or reject any application for certificate of registration, and the soliciting agency must comply with all other policies and provisions the village may require. (Ord. 2003-18, 4-22-2003)
