All refuse, lumber, and debris, including vegetative debris, resulting from the repair of any building, erection of or completion of new buildings, or clearing of any lot, shall be removed by the property owner every 90 days. In the circumstance where a dumpster is maintained on site during construction, as a receptacle for all afore described material, it shall be removed by the property owner within ten days after completion of the aforesaid work.
