(A) (1) The town governing body shall be a Council-Manager form of town government.
(2) The town government shall consist of a Board of Commissioners which is composed of the Mayor and four Commissioners. The governing body will be known as the Town Board.
(3) All are elected every two years in accordance with the uniform municipal election laws of the state. The Town Board shall be charged with the general government and administration of the affairs of the town.
(B) The powers and duties of the Town Board shall be as set out in the General Statutes of the state, the Town Charter and the ordinances of the town.
(C) The Mayor and each Commissioner shall, before entering upon the duties of office, take and subscribe, before some person lawfully entitled to administer oaths, the oath of office prescribed in Article VI, § 7 of the State Constitution. The oath of office shall then be kept on file at the Town Hall.
(D) If any member of the Town Board shall move his or her residence from the town, the office shall at once be declared vacant and shall be filled by a method as decided by the Town Board.
(E) Resignation of any member of the Town Board shall be in writing, and the resignation shall lie on the table until the next regular meeting unless accepted by the unanimous consent of the Board at the meeting it is submitted.
(F) The members of the Town Board are entitled to reimbursement for actual expenses incurred in the course of performing their official duties at rates consistent with the State of North Carolina Travel Reimbursement Rates and not in excess of those allowed to town officers and employees or to a fixed allowance, the amount of which shall be established by the Town Board, for travel and other personal expenses of office.
