The board of county commissioners shall appoint a planning and zoning commission to carry out the provisions as herein specified. The commission shall receive and make recommendations on all subdivision applications. In the event the commission fails to act or carry out its responsibilities according to the regulations contained herein, the board shall assume all the duties of the commission as herein specified in relation to the application concerned.
