(a) No individual, group of individuals, organization, association or corporation shall engage in any activity on any public street, highway, alley, sidewalks or other public property which will disrupt the normal flow of activity within the City without the approval of Council.
(b) Application for such activity must be made at least thirty days prior to the activity and shall be in writing, detailing the activity, the disruption which may occur and the security precautions to be taken.
(c) Upon receipt of the application Council shall act within fifteen days to either grant or refuse permission for the activity. Failure of Council to act within fifteen days shall be deemed approval of the activity.
(d) Whoever violates this section is guilty of a minor misdemeanor.
