(a) The coins required to be deposited in parking meters as levied and assessed as fees to provide for the proper regulation and control of parking and traffic, shall be collected in sealed containers under the direction of the Police Chief and then delivered in such containers to the City Treasurer.
(b) Such containers shall be opened by the Treasurer and the contents thereof counted and deposited in the City Treasury to the credit of a special fund known as the “Parking Meter Fund” from which there shall be paid, first, the lease rental for the parking meters during the lease period; second, the purchase price thereof, if purchased at the end of the lease period; and third, any unused balance of the Fund shall be deposited to the General Fund.
