719.01  LICENSE REQUIRED; FEE.
   (a)   No person not legally licensed to do so shall represent himself to be an astrologer, fortuneteller, clairvoyant or palmister.
   (b)   Such license shall be obtained from the Mayor. The license fee for such astrologer, fortuneteller, clairvoyant or palmister shall be five dollars ($5.00) per day.
