(a) All full-time employees of the Village shall, upon retirement, be entitled to a one-time payment for unused accumulated sick leave. Such payment shall be made at a rate equal to fifty percent (50%) of their base pay for all unused accumulated sick leave.

(b) No employee with less than ten years continuous service to the Village shall be entitled to any payment under subsection (a) hereof.
