(a) All temporary vacancies in part-time positions shall be filled when possible from within the ranks of part-time employees of the department where the vacancy occurs. If such position cannot be filled from within the department, it shall be filled from the ranks of the part-time employees of other departments.
(b) All part-time employees shall be eligible to fill vacancies irrespective of any working hours established by any ordinance governing the part-time position.
