165.11  REIMBURSEMENT FOR EDUCATIONAL EXPENSES.
   (a)   Any employee of the Village shall be eligible for reimbursement of tuition, books and travel expenses incurred while attending any course, lecture, seminar or other educational activity, provided that such course, lecture, seminar or educational activity bears a reasonable relationship to the employee's employment, will enable him to perform his job more efficiently and has been approved in writing by his department head or, in the event of a refusal by his department head, by a majority vote of Council prior to his enrollment in such course.
   (b)   In order to receive any payment under subsection (a) hereof the employee must furnish itemized receipts for any expenses incurred, a transcript showing the grade received in such course or a certificate of completion of such course and must execute an agreement that he will repay any funds paid by the Village in the event the employee's employment with the Village shall be terminated within five years of the final payment received by him under subsection (a) hereof.
