The purposes of this Chapter are:
(a) To establish procedures whereby the above Central Business District of the Village of Mingo Junction are afforded protection from actions that would be detrimental to preserving established historical and cultural resources in the community.
(b) To follow the attached Standards and Guidelines of the United States Secretary of Interior for rehabilitating buildings within this districts.
