All present or future regular full-time employees of the Village shall be prohibited from obtaining any other full-time employment. All present and future regular full-time employees of the Village shall be prohibited from obtaining any part-time employment without the written permission of the head of the department wherein he is employed. Any employee violating this section shall be subject to discharge from his employment.
