(a) A deposit of one hundred fifty dollars ($150.00) shall be required from any customer requesting water service from the Village who is not the owner of the property for which service is to be provided.
(b) No service shall be provided to any customer who is not the owner of the property to which service is provided until the owner of said property agrees to accept responsibility for any charges not paid by the customer in excess of the available deposit.
(c) The owner of any property may request that a deposit not be required of a tenant provided that the owner shall accept complete responsibility for any charges accrued by said tenant. The Village Administrator will determine on a case by case basis if any deposit shall be waived.
(d) The owner of any property receiving water service in the Village shall notify the Village of any change in occupancy within five (5) days of said charge. The failure of an owner to notify the Village of said change shall result in the owner being responsible for any outstanding balance.
(e) No service shall be provided to any property whose owner is delinquent in any amount, whether for the property for which service is requested or any other property served by the Village.
