The Village Administrator shall, upon application, be empowered to serve lots, lands, buildings or premises outside the limits of the Village where such service is desired by the owner of such lots, lands, buildings or premises provided the owner connects to the sewerage system of the Village at his own expense. Such sewers and other works installed by such persons shall be built to specifications as provided by the Village and shall be in conformity with all laws, regulations and specifications as may be promulgated by the Village, County, State or other governmental agencies having authority.
