The Utilities Superintendent reserves the right to stop water if necessary repairs to a broken or leaking service pipeline are not commenced within three days after written notice to do so has been delivered to the property owner or tenant of the affected premises by the Utilities Superintendent or his agent. Written notice shall be deemed to be delivered when left at the affected premises, addressed to the property owner or tenant.
