Each such applicant shall pay to the Mayor a taxicab operator's license fee of ten dollars ($10.00) per year for each taxicab owned by such applicant; except for licenses issued between July 1 and December 31 in any year; such fee shall be one-half of the above named amounts for each car operated by such licensee.
