731.03  APPLICATION FOR OPERATOR'S LICENSE.
   Applications shall be made to the Chief of Police for a taxicab operator's license by any  person, co-partnership or corporation desiring to engage in the business of operating one or more taxicabs within the City. Each applicant, except corporations, and if a co-partnership, each partner, shall possess the following qualifications:
   (a)    He shall be an American citizen; eighteen years of age; able to speak and read the English language; of good moral character; which qualifications shall be supported by the affidavits of two reputable citizens of Mingo Junction; and not have been convicted of a felony or misdemeanor involving theft, personal violence or moral turpitude within the last preceding four years.
   (b)    When the applicant is a corporation it shall be a corporation duly authorized to do business under the laws of the State, for the purpose of engaging in the business of operating taxicabs for hire.
   (c)    Each applicant shall, if an individual, present himself in person; if a co-partnership,  by one partner; if a corporation, by its president or general manager, to the Chief of Police for examination as to his qualifications and shall fully and truly answer all questions put to him tending to disclose whether or not such applicant is possessed of the above qualifications. If the Chief of Police, after such examination is satisfied that an applicant possesses such qualifications, he shall issue an order in writing, directed to the Mayor certifying to such applicant's qualifications as developed in such examination, and recommending the Mayor issue a taxicab operator's license to such applicant upon the payment of the required license fee and the execution of the required bond for liability insurance.
