No person shall place or cause to be placed in any public place in the Village any coin operated device, including but not limited to video games, pinball machines, target machines, shuffleboard, or any game of skill operated by inserting a coin therein, any coin-operated jukebox, or music box, or any pool or billiard table, unless first obtaining a permit from the Mayor and paying an annual fee of twenty dollars ($20.00) per establishment payable on or before January 31, of each year.
