(a) The locomotives or cars of any railroad company shall not be run or propelled within the corporate limits of the City at a greater speed than thirty-five miles per hour.
(b) The engineer, conductor or other person in charge of locomotives or cars, violating the provisions of this section is guilty of a misdemeanor of the fourth degree.
