(a) The Mayor or the Chief of Police may send notice by certified mail or by personal service, return receipt requested to either the owner of the property upon which any trees, shrubbery or other vegetation interferes with any traffic or with the vision of any traffic on a street or alley, a resident of the property, or both, that within ten days of receipt of the notice the trees, shrubbery or other vegetation shall be trimmed so as not to interfere with any traffic or the vision of any traffic on a street or alley. Refusal of any notice shall be deemed as receipt of such notice under this section.
(b) Whoever fails to comply with any notice issued under subsection(a) hereof is guilty of a minor misdemeanor on a first offense and a misdemeanor of the fourth degree for each subsequent offense.
