141.11  AUXILIARY POLICE UNIT.
   (a)   Appointment of Members.  There is created within the Police Department of the Village an auxiliary police unit, the members of which shall be appointed by the Mayor.  Police officers of the Village who retire honorably and who have 15 to 24 years of service within the Mingo Junction Police Department shall be authorized to purchase their service weapon for the sum of one hundred fifty dollars ($150.00) and shall further be eligible to receive a retirement Mingo Junction identification card.  Officers with 25 or more years of service in accordance with the policy and procedure manual are gifted with their service weapon.  Officers who retire due to disability are not eligible for auxiliary service in accordance with the rules of the Ohio Police and Fire Pension Fund.
   
   (b)   Terms of Service.  Auxiliary police officers shall serve so long as the Mayor may direct or until a member resigns from said position. 
   (c)   Qualifications of Members.  The members of the auxiliary police unit shall maintain their OPOTA certification and any other specialized certifications they may have maintained while an active duty officer for the Department as may be deemed necessary by the Chief of Police.
   (d)   Control of Unit.  The Chief of Police shall be the commanding officer of the auxiliary police unit and shall have control of the assignment, training, stationing and the directions of work of said unit.  The auxiliary police unit shall have all police powers, but shall perform only such police duties or mentoring as are assigned by the Chief of Police.  Auxiliary officers shall retain their rank upon their retirement and are aligned behind the active duty officers within that rank.
   (e)   Rules and Regulations.  Auxiliary police officers shall follow the chain of command and all policies and procedures of the Mingo Junction Police Department, the human resources manual, and the ordinances of the Village of Mingo Junction.
   (f)   Uniform.  The Chief of Police shall determine if the Department issued uniform shall be worn for the particular task assigned to auxiliary officers.
   (g)   Service on Voluntary Basis.  Auxiliary police positions are voluntary and compensated at the rate of one dollar ($1.00) per year.  No benefits or seniority shall accrue or continue to accrue for these officers.  Auxiliary officers are not part of the collective bargaining unit and volunteer of their own accord to assist fellow officers and citizens of the community.
   (h)   Additional Members.  If the Mayor and Police Chief determine that it is in the best interest of the citizens of the Village, they shall have the authority to add to the auxiliary police unit such additional auxiliary police officers as they shall appoint who are honorably retired from other Ohio police departments, Ohio sheriff departments, and the Ohio Highway Patrol.
