(a) There are created within the Safety Department, under the supervision of the Chief of Police, the following positions: five school crossing guards. Each school crossing guard shall be appointed by the Mayor and shall possess such qualifications as may be established by the Mayor. The guards so appointed shall be vested with the full power and authority to control and direct traffic for such times as necessary, as if a regular member of the Police Department.
(b) The school guards are authorized and directed to wear uniforms while on duty, which uniforms shall be in the style approved by the Mayor.
