(a) No person shall, without the expressed consent of the grantee, make any connection, extension or division, whether physically, acoustically, inductively, electronically or otherwise, with or to any segment of the system for any purpose whatsoever.
(b) No person shall willfully interfere with, tamper with, remove, obstruct or damage any part, segment or content of the system for any purpose whatsoever.
(c) No person shall construct, operate or maintain a system without having first applied for and received a franchise permit from the village.
(d) Any person convicted of a violation of this section shall be subject to the penalty provided in § 808.99.
