The rights granted herein shall not be transferred or assigned by the grantee without written notice to the village. Such consent shall not be unreasonably withheld. No transfer or assignment shall become effective until the transferee or the assignee has filed with the village its written acceptance of the terms and conditions of the franchise. Notwithstanding anything to the contrary, no such prior consent shall be required for a transfer or assignment to any person controlling, controlled by or under the same common control as the grantee.
