Testing shall be conducted by trained collection personnel who meet quality assurance and chain-of-custody requirements for urine collection and breath alcohol testing. Any employee subject to testing shall be permitted to provide urine specimens in private, but subject to strict scrutiny by collection personnel to prevent any alteration or substitution of the specimen. In all cases, only one employee will be tested at a time. Failure to appear for testing when scheduled shall be considered refusal to participate in testing, and will subject an employee to disciplinary action, including dismissal and an applicant to the cancellation of an offer of employment.
