§ 242.10 UNIFORMS.
   (a)   All personnel of the Police Department shall be entitled to new and replacement uniforms as follows.
      (1)   Full-time officers, when first hired, shall be provided with the following: three long sleeved shirts, three short sleeved shirts, two pairs of pants, two clip-on ties, one pair of shoes, two summer jackets, two winter jackets, one campaign hat, one hat strip, one stringed acorns, one tie clip, four removable shirt buttons, one hat badge, one breast badge, and uniform patches. Initially, full-time officers shall be provided with jackets appropriate for the season in which they are hired; off-season jackets shall be provided closer to the season when they will be required.
      (2)   Part-time and volunteer officers, when first hired, shall be provided with the following: two long sleeved shirts, two short sleeved shirts, one pair of pants, one clip-on tie, one pair of shoes, one summer jacket, one winter jacket, one campaign hat, one hat strip, one stringed acorns, one tie clip, four removable shirt buttons, one hat badge, one breast badge, and uniform patches. Part-time and volunteer officers shall be provided with a jacket appropriate for the season in which they are hired; off-season jackets can be provided closer to the season when they will be required.
      (3)   Given the equipment an individual officer may be providing for himself or herself, one gun belt, one belt buckle, four belt keepers, one ammunition pouch, one handcuff pouch, one pair of handcuffs, and one gun holster, shall be provided at the discretion of the Chief of Police. One duty weapon may be provided at the discretion of the Chief of Police with the advice and consent of Council.
      (4)   Uniform items torn or mutilated in the line of duty or rendered unserviceable through fair and reasonable wear and tear shall be replaced by the village only upon written authorization of the Chief of Police.
      (5)   All uniform purchases, whether initial or replacement, must be authorized in writing by the Chief of Police in advance of purchase. In an emergency, should the Chief of Police be unavailable, the Mayor shall authorize, in writing, the purchase of uniform items.
      (6)   All uniforms, leather and weapons purchase by the village are the property of the village and must be returned to the village immediately when employment as an officer with the village is terminated.
      (7)   The nature, style and color of all uniforms and attendant equipment of all full-time, part- time and auxiliary personnel of the Police Department shall be prescribed by the Mayor and Council.
   (b)   Officers receiving cash allowances for 1996 under this section shall contribute those dollars first to provide and replace uniforms before requesting village provided or replaced uniforms. The Chief of Police will determine when the allowance has been used and it is now the responsibility of the village to provide or replace uniforms to those officers.
   (c)   It is up to the discretion of the Chief of Police to phase in purchases of any additional uniforms as provided for by this section; however, all officers should be uniformed in compliance with this section by October 15, 1996.
