(a) The Villager, as published monthly by the Minerva Park Community Association, is adopted and designated as the “official newspaper” of the Village of Minerva Park, Franklin County, to provide notice when the law requires a municipality to publish notice in a newspaper of general circulation under the authority of R.C. § 7.12 and State ex. rel. Ellis v. Umer, 127 Ohio St. 84 (1933).
(b) The Village Mayor, Fiscal Officer, and Solicitor are authorized to take further actions consistent with this section that are needed to carry out the intentions of this resolution for the designation of The Villager as the “official newspaper” of the Village of Minerva Park.
