The Joint Township District Hospital Board shall organize within 30 days after the latest of the favorable vote of the Board of Township Trustees of Blendon Township, the Council of the City of Westerville, the Village Council or the Board of Township Trustees of Genoa Township; provided, however, that Genoa Township shall be a part of the District and participate in the organization of the Board only if its resolution is adopted no later than March 31, 1982. If such resolution by Genoa Township is not so adopted, then the organization of the Board shall occur within 30 days after the latest favorable vote of the aforesaid political subdivisions.
