§ 6-305  PROCEDURE UPON VIOLATION.
   Before taking any enforcement action under this Part, a police offer shall ask the apparent offender’s age and reason for being in the public place. The officer shall not issue a citation or make an arrest under this Part unless the officer reasonably believes that an offense has occurred and that, based on any response and other circumstances, no exemption set forth in § 6-303 above applies. The officer may transport the minor to his or her home, or may transport the minor to the police station and contact the parent, guardian or other person having the legal care and custody of the minor who shall come to the police station to take custody of the minor, or if no such person is available, the officer may release the minor to such agencies or institutions as are established for juvenile welfare. The police officer may issue a citation against the minor and/or the parent, guardian or other person having legal care and custody of the minor.
