No person shall pour, throw or deposit any harmful or destructive substance or matter on any street, alley, sidewalk or public grounds in the Borough of Minersville. This shall include, but not be limited to, using any street, alley, sidewalk or public ground for purposes of performing any repairs on motor vehicles and/or the draining or removal of gasoline, oil, antifreeze, lubricants or such other similar products related to the maintenance and repair of motor vehicles.
