The owner of any animal or fowl which has died when said owner knows of such death shall forthwith have its body cremated or buried, or otherwise disposed of in a manner acceptable to the Borough official. Should the owner of any dead animal or dead fowl fail to comply with the provisions of this Part and after 48 hours of written notice delivered to such owner by the Borough official, said Borough official shall be authorized to cause any dead animal or fowl to be cremated or buried at the expense of said owner.
