§ 21-203  GENERAL REGULATIONS.
   1.   Snow emergency parking restrictions. No person shall park or leave any motor vehicle on any snow emergency route within the Borough of Minersville during a designated snow emergency or snow emergencies.
      A.   Each and every day a person parks or leaves the motor vehicle in the snow emergency route shall be a separate offense subject to an additional summary offense.
      B.   The Borough shall also be entitled to tow the motor vehicle forthwith and place a lien against the vehicle for the amount of expense incurred by the Borough to have the vehicle towed.
      C.   Any person driving through barricades during snow emergencies or snow removal shall be immediately cited under the Pennsylvania Crimes Code: Obedience to Traffic Control Devices.
   2.   Responsibility for removal of snow and/or ice from sidewalks. Every owner of any building or lot of land fronting or abutting on a paved sidewalk, shall remove and clear away snow and/or ice from a path of at least 30 inches in with from so much of said sidewalk as is in front of or abuts on said building or lot of land.
      A.   Except as provided in Subsection 2. hereof, snow and ice shall be removed from sidewalks within 12 hours after the cessation of any fall of snow, sleet or freezing rain.
      B.   In the event snow and/or ice on a sidewalk has become so hard that it cannot be removed without likelihood of damage to the sidewalk, the person charged with its removal shall, within the time mentioned in Subsection 1. hereof, cause enough sand or other abrasive to be put on the sidewalk to make travel reasonably safe; and shall, as soon thereafter weather permits, cause to be cleared a path in said sidewalk of at least 30 inches in width.
   3.   Snow and/or ice falling from buildings. Owners or occupants of buildings adjacent to public sidewalks shall prevent the falling of snow and/or ice from such buildings upon said public streets.
   4.   Ice accumulation from roof leaders, downspouts and sump pumps. Owners shall prevent accumulations of ice from any sump pumps, downspouts or roof leaders onto any sidewalk or public roadway. In the event ice on a sidewalk has become so hard that it cannot be removed without likelihood of damage to the sidewalk, the person charged with its removal shall place enough sand or other abrasive on the sidewalk or roadway to make travel reasonably safe.
   5.   Depositing of snow and/or ice on the streets. No person shall plow, shovel or blow any snow or ice from private property onto a public street, crosswalk, transit stop, or sidewalk. The Borough may remove any snow or ice which has been moved into the public right-of-way pursuant to this Subsection and recover abatement costs against person or persons responsible for placement of the snow and/or ice.
   6.   Restricting piling of snow and/or ice at any fire hydrant. No person shall deposit or cause to be deposited any snow and/or ice on or within three-foot radius of any fire hydrant.
   7.   Restricting piling of snow and/or ice at any intersection. No person shall deposit or cause to be deposited any snow and/or ice within 15 feet of any intersection.
   8.   Reserving parking spaces. No person who has removed an accumulation of snow and/or ice within a parking lane shall reserve the parking space with any type of objects, i.e., chairs, buckets, signs.
   9.   Restriction on motorized equipment. Any person using motorized equipment/vehicles, i.e., snow plows, ATVs, tractors, loaders and the like, shall be prohibited from piling any snow on a street. All persons using motorized equipment/vehicles to move snow are required to remove the snow from the street. The Borough may remove any snow or ice which has been moved into the public right-of-way pursuant to this Subsection and recover abatement costs against person or persons responsible for placement of the snow and/or ice.
