Any property owner, not required by notice to repair and replace the sidewalk and curb, may undertake said construction on his or her own initiative, provided said owner shall make application to the Borough Engineer before commencing work, shall conform to the provisions of this Part and other regulations as to specifications for construction and repair work, and shall notify the Engineer at least two days prior to the beginning of the work.
