At any time during the performance of the required work, the Borough Engineer may inspect the work to determine whether the construction specifications contained herein are being complied with. The Borough Engineer is hereby authorized to reject any work not in compliance herewith, and direct the property owner to cease work immediately, and to remove the substandard work.
