Be it enacted and ordained by Council of the Borough of Minersville and it is hereby enacted and ordained by the authority of the same that all nonresidents of the Borough of Minersville and Township of Cass are prohibited from using the area commonly known as the Borough landfill for the purpose of dumping garbage, ashes and refuse. It shall be unlawful and a violation of the provisions of this Part for any nonresident to cause, allow or permit, any garbage, ashes, refuse to be dumped or placed in or upon said Borough landfill.
