§ 20-303  PERMIT REQUIRED; FEE.
   1.   No person shall place a container within the Borough of Minersville without first obtaining a permit and paying the fee established. The initial fee shall be in an amount as established, from time to time, by resolution of the Borough Council per container, and may be increased from time to time by resolution of Council, which shall be for use in the Borough. However, in the event a container is placed in metered parking spaces of Borough streets, the fee shall be in an amount as established, from time to time, by resolution of the Borough Council plus a non-refundable meter fee in an amount as established, from time to time, by resolution of the Borough Council per meter space per day.    2.   The permit shall be for a four-day duration if the container is placed upon a metered street. If the applicant requires additional time, a second permit may be obtained for up to four additional days and a second permit fee paid. No more than three permits shall be issued by the Borough for container(s) placed upon Borough streets. After the expiration of the third permit, the container shall be removed within 24 hours.
   3.   The permit shall be for a six-month duration if it is placed upon private property of the permit applicant.
   4.   If the container is filled and removed within 48 hours, the permit fee is returned. [A.O.]
   5.   If the use of “no parking” sign(s) is needed, a security deposit in an amount as established from time to time by Borough Council by resolution per “no parking” sign is required. Upon the return of the “no parking” sign(s), the security deposit will be returned. [A.O.]
