Any commercial consumer who desires to utilize a private garbage collector for dumpster service and does not desire to utilize the Borough collection service shall be compelled to follow this procedure:
A. File a written statement with the Borough of Minersville stating the business and address and request to utilize the services of a private garbage collector for dumpster services.
B. Have the private garbage collector file a written statement with the Borough of Minersville stating the size and placement location of the dumpster.
C. Receive from the Borough of Minersville a permit granting the use of a dumpster by a private garbage collector.
