1. Borough Council, its committees and members, shall deal with the administrative service solely through the Manager, and neither the Council nor any of its committees or any of its members shall give orders, publicly or privately, to any subordinates of the Manager.
2. The Manager shall deal with the administrative service of the Police Department solely through the Chief of Police and shall not give orders, publicly or privately, to any subordinates of the Minersville Police Department.
