1. A Department known as the “Department of Borough Planning” is hereby created.
2. Said Department shall be in charge of a Borough Planning Commission consisting of the following five persons for the following terms of office: [Here followed the names and terms of office of the first members of the Planning Commission.]
3. The members shall serve without compensation and may make and alter rules and regulations for its own organization and procedure, consistent with the ordinances of the Borough and the laws of the Commonwealth of Pennsylvania.
4. The members may employ engineers and other persons, and may contract for professional planning services, subject to the approval of the Borough Council.
5. Said Commission shall make an annual report to Council of their transactions.
