§ 10-311  CONTROL.
   That the Committee on Health and Sanitary Condition of the Borough shall have entire control of the sanitary condition of the Borough and shall have power to visit every dwelling, building, store, factory, shop, cellar, yard, alley and street of said inflicted Borough and to direct the owner, occupant or person in charge thereof to remove any filth, garbage, dead animal or other offensive matter at once within such time as said Committee, or a majority thereof, may direct, and any person who shall neglect to comply with the requirements of said Committee shall be guilty of maintaining a nuisance, and upon conviction thereof before any magistrate, upon complaint made by direction of said Committee whose duty it shall be to make complaint therefor in the name of the Borough, shall forfeit and pay the sum of $5 for every 24 hours they, he or she may disregard the requirements of said Committee or continue to maintain said nuisance; provided, that nothing herein contained shall conflict with, or excuse the Chief Burgess, High Constable or President of Council from performing any of the duties enjoined on them in any other ordinance.
