(A) It is prohibited to establish, use, maintain, or continue illicit connections to the municipal storm water system, or to commence or continue any illicit discharges to the municipal storm water system.
(B) Any person, individual, landowner, developer, or operator violating this provision shall be subject to penalties as may be hereinafter set forth or as determined by the Director, including, but not limited to, those penalties set forth in § 932.15.
