It shall be unlawful to wilfully place or deposit any deleterious substance, including, but not limited to, oil, grease, gasoline, kerosene or diesel fuel, upon any street, public parking, or other public way, which tends to mar the appearance or detract from the cleanliness or safety of such street or public property.
