No person shall put any animal carcass or part thereof, or any excrement, or putrid, nauseous, decaying, deleterious or offensive substances in any stream, well, spring, brook, ditch, pond, or other inland waters, within the city limits; nor shall any person place any substances in such position that high water or natural seepage will carry the same into any such waters.
