The rates and charges herein provided for refuse collection and disposal may be paid by the occupants or by the owner of property served, by agreement with the city. Regulations for the manner, time and place of payment of all rates and charges hereunder shall be provided by resolution of the city council. (1956 Code §§ 4-011, 4-013)
