The city council may, from time to time by motion or resolution, prescribe regulations for the removal and disposition of garbage pursuant to this chapter, and shall have the right to fix rates for the removal and disposition of waste from the construction or repair of buildings or otherwise, or other extraordinary services rendered by the city but not specifically contemplated by this act.
