Upon entry being made by the city manager as above provided, in the "lien docket", the city shall have a lien on the lot and premises abutting on that portion of the sidewalk so repaired, for the full amount of the costs and expenses above mentioned with interest thereon at the rate of six percent (6%) per annum and may proceed to foreclose the same, in the manner prescribed by law.
