The council may abandon proceedings for improvements made under sections 5-1-1 to 5-1-18 of this chapter at any time before final completion of the improvements. If liens have been placed on property under this procedure, they shall be canceled, and payments made on assessments shall be refunded to the person who paid them or to that person's legal representative.
