Four (4) members of the planning commission shall constitute a quorum. The commission may make and alter rules and regulations for its government and procedure consistent with laws of the state and with the city charter and code. It shall meet at such times and places as may be fixed by the commission. Special meetings may be called at any time by the chairman or by three (3) members by written notice served upon each member of the commission at least twenty four (24) hours before the time specified for the proposed meeting.
