The city library board shall act in an advisory capacity to the city council, city manager and librarian concerning all matters relating to policy and management of the library. In this capacity the board shall have the personnel policies, selection of personnel, fines and fee schedules, and to annually submit a proposed operating budget for consideration by the budget committee and city council.
